REQUEST FOR PROPOSAL
The Huron County Board of Commissioners (HCBOC) seeks proposals from insurance carriers to provide Group Health Insurance for the employees of Huron County. HCBOC is interested in both fully insured and self-funded PPO and HSA plans. Please contact Lori Neal, Huron County Clerk, at (989) 269-9942 or by emailing neall@co.huron.mi.us for Huron County’s current plan and census information.
To be considered: five (5) bound copies and one (1) unbound copy of the proposal must be received by Jodi Essenmacher, Executive Assistant, 250 E. Huron Ave., Room 305, Bad Axe, MI 48413 by 4:00 PM on May 7, 2025. HCBOC reserves the right to reject any or all proposals submitted and to re-solicit for proposals. Questions and inquires should be received in writing on or before April 18, 2025 at 4:00 PM (EST) to Lori Neal, Huron County Clerk, 250 E. Huron Ave., Room 201, Bad Axe, MI 48413, Email: neall@co.huron.mi.us. An Addendum will be issued to reply to all written questions and will be distributed to all Respondents by fax or email no later than April 30, 2025, by 4:00 PM. In order to maintain a fair and impartial competitive process, Huron County can answer questions only in response to written questions received within the specified time frame. Huron County and its agents must avoid private communication with the prospective Respondents during the evaluation period.
Proposals may NOT be withdrawn for a period of 180 days from the submission deadline date. During the evaluation process, HCBOC reserves the right, where it may serve Huron County’s best interest, to request additional information or clarifications from carriers or to allow corrections of errors or omissions. At the discretion of HCBOC, firms submitting proposals may be requested to make oral presentations as part of the evaluation process.
Proposals will be evaluated by the Personnel Committee of the Board of Commissioners during a regular committee meeting on May 13, 2025 at 9:45am.
